The Independent Commission Against Corruption (ICAC) is conducting an investigation into allegations that:
- Mr Warwick Watkins, in his capacity as Chief Executive Officer of the Land and Property Management Authority (LPMA), committed the NSW Government to the purchase of property at Currawong knowing that he did not have the requisite authority to do so;
- the Hon Tony Kelly, in his capacity as Minister for Lands, sought to authorise the purchase knowing that he did so without the requisite authority;
- the Hon Tony Kelly, in his capacity as Minister for Lands, backdated to 28 February 2011 a letter to Mr Watkins, intending that it would be used by Mr Watkins to falsely represent that he had written authority as of that date to purchase the Currawong property; and
- Mr Watkins and Mr Robert Costello, the Chief Financial Officer of the LPMA, knowing the letter dated 28 February 2011 was backdated, used the letter to falsely represent that Mr Watkins had written authority as of 28 February 2011 to purchase the Currawong property.
As part of its investigation, the ICAC will hold a public inquiry starting at 10:00 am on Monday, 27 June 2011, at L21, 133 Castlereagh St., Sydney.
Persons claiming to be substantially and directly interested in this matter may seek leave to be represented at the inquiry, and are invited to contact David Wong on (02) 8281-5999 to advise of their interest.

The ICAC will treat all information confidentially and has legislative powers to protect people who provide information to the Commission.
