University IT management – allegations concerning former IT manager (Operation Misto)

The ICAC investigated allegations that Brett Roberts corruptly obtained benefits by issuing false invoices to the University of Newcastle, the University of Sydney and Macquarie University, when he held information technology (IT) management positions at each of the universities between 2005 and 2013.

Ausgrid – allegations concerning former engineer (Operation Jarah)

The ICAC investigated allegations that a former Ausgrid engineer, Phillip Cresnar, solicited and received benefits from Ausgrid contractors and subcontractors in exchange exercising his public official functions to show favour, or not to show disfavour, to them.

University of New England – allegations concerning former chancellor (Operation Verdi)

The ICAC investigated allegations including that John Cassidy, the former chancellor of the University of New England (UNE), provided confidential and/or sensitive information, that he acquired in the course of his official functions as chancellor in connection with the sale of the Services UNE Limited-owned Tattersalls Hotel, to his business associate, Darrell Hendry, or otherwise made use of the information, for the benefit of himself and Mr Hendry.

RailCorp and Department of Family & Community services – allegations of public officials corrupting soliciting funds (Operation Spector)

The ICAC investigated allegations that Joseph Camilleri, former RailCorp general manager, maintenance contracts, and his sister, Carmen Attard, an employee at Housing NSW, used their positions as public officials to corruptly solicit funds from other people including public officials and government contractors.

Sydney Local Health District – allegations concerning consultants engaged at the Yaralla Estate (Operation Yaralla)

This investigation came about as a result of a resolution passed by both Houses of Parliament to refer certain matters to the NSW ICAC. Section 73 of the Independent Commission Against Corruption Act 1988 provides that it is the duty of the Commission to fully investigate a matter so referred.

Ryde City Council – allegations concerning the City of Ryde Mayor, Councillor Ivan Petch (Operation Cavill)

The ICAC investigated a number of allegations involving the former Mayor of the City of Ryde, Ivan Petch, and others, including the alleged release of confidential council information by Mr Petch on many occasions for various reasons, including in an attempt to undermine council employees, such as the former General Manager, Mr John Neish.

NSW State Emergency Service – allegations concerning SES Commissioner (Operation Dewar)

The ICAC investigated allegations that the NSW State Emergency Service (SES) Commissioner, Murray Kear, took detrimental action against Deputy Commissioner Tara McCarthy, including dismissal from her position on 14 May 2013, in reprisal for Ms McCarthy making allegations to Mr Kear that SES Deputy Commissioner Steven Pearce had engaged in corrupt conduct.

Roads and Maritime Services – allegations concerning conduct of heavy vehicle assessments (Operation Nickel)

The ICAC investigated allegations that Christopher Binos, a former heavy vehicle competency-based assessor acting on behalf of Roads and Maritime Services (RMS), solicited benefits from applicants for heavy vehicle licences, and conducted fraudulent heavy vehicle assessments.

The ICAC conducted an investigation into the lobbying of public officials and public authorities in NSW and the related procedures and regulatory system.

Woollahra Municipal Council – allegations of corrupt conduct involving offer of payment to the Council (Operation Avoca)

The Independent Commission Against Corruption (ICAC) conducted an investigation into whether Sisira Kumara Kumaragamage Don (also known as Don Gamage), engaged in corrupt conduct by offering a payment to secure employment at Woollahra Municipal Council.
