City of Canada Bay Council – allegations concerning the Mayor and others (Operation Tolosa)

The ICAC investigated whether, since 2015, City of Canada Bay mayor Angelo Tsirekas sought, and/or accepted benefits, as an inducement or reward for partially and dishonestly exercising his official functions to favour the interests of I-Prosperity Group and Joseph Chidiac, in relation to planning matters affecting 1–9 Marquet Street and 4 Mary Street, Rhodes.

Georges River Council/Hurstville City Council – allegations concerning former Councillors and others (Operation Galley)

The ICAC investigated whether, between 2014 and 2021, then Hurstville City Council (HCC) and later Georges River Council (GRC) councillors Constantine Hindi and Vincenzo (Vince) Badalati, and then HCC councillor Philip Sansom, sought and/or accepted benefits as an inducement or reward for partially and dishonestly exercising their official functions to favour the interests of Ching Wah (Philip) Uy, Wensheng Liu and Yuqing Liu, in relation to planning matters affecting 1-5 Treacy Street, and 1 Hi ...

Former NSW MP for Wagga Wagga – allegations concerning breach of public trust and dishonest or partial exercise of official functions (Operation Keppel)

The ICAC investigated allegations that, from 2012 to August 2018, the then member of Parliament for Wagga Wagga, Mr Daryl Maguire, engaged in conduct that involved a breach of public trust by using his public office, involving his duties as a member of the NSW Parliament, and the use of parliamentary resources, to improperly gain a benefit for himself and/or entities close to him. These entities included G8wayinternational/G8wayinternational Pty Ltd and associated persons.

Roads and Maritime Services – allegation concerning two former employees (Operation Paragon)

The ICAC investigated an allegation that, between 2009 and June 2019, then Roads and Maritime Services (RMS) employees Alexandre Dubois and Craig Steyn partially and/or dishonestly exercised their official functions by awarding in excess of $41 million in RMS contracts, to companies with which they were associated, in exchange for receiving benefits.

Awabakal Local Aboriginal Land Council - allegations concerning directors of the Board and others (Operation Skyline)

The investigated allegations concerning the Awabakal Local Aboriginal Land Council (ALALC), including whether any public official, being an ALALC board director, acted dishonestly and/or in breach of their duty as a board member in relation to a scheme involving proposals from 2014 to 2016 for the sale and development of properties (“the Scheme”) owned by the land council.

Investigation into pork barrelling (Operation Jersey)

The Commission commenced an investigation in May 2020 into the NSW Government’s Stronger Community’s Fund. Following an inquiry by the NSW Legislative Council’s Public Accountability Committee, a performance audit by the NSW Auditor-General, an assessment by the State Archives and Records Authority and a review into grants administration in NSW (led by the Department of Premier and Cabinet in partnership with the NSW Productivity Commissioner), the Commission revised its investigation scope. Roads and Maritime Services – allegations concerning employees’ awarding of contracts (Operation Ember)

The ICAC investigated whether, between July 2015 and February 2019, RMS employees Samer Soliman and Jainesh (Jai) Singh partially and dishonestly exercised their official functions in relation to the awarding of contracts to Novation Engineering Pty Ltd and AZH Consulting Pty Ltd.

Political donations – allegations concerning ALP NSW branch officials, Chinese Friends of Labor and others (Operation Aero)

The ICAC investigated whether, from January 2015, Australian Labor Party (ALP) NSW Branch officials, members of Chinese Friends of Labor, political donors and others had entered into, or carried out, a scheme to circumvent prohibitions or requirements under Part 6 of the Election Funding, Expenditure and Disclosures Act 1981 relating to political donations.

TAFE NSW - investigation into the sourcing of software systems for the Western Sydney Institute of TAFE (Operation Lancer)

The ICAC investigated allegations that the then manager of finance and administration services at the Western Sydney Institute of TAFE (WSI TAFE), Hasan Mamun, and the then manager of budget performance at WSI TAFE, Samuil Kabir, engineered the sourcing of software systems from Oscillosoft Pty Ltd in return for payments from Oscillosoft as an inducement or reward for exercising their public official functions to show favour to that company.
