Rural and regional outreach program

The next Rural and Regional Outreach Program visit will be held in the Riverina region in May 2024. 

The program commenced in 2001 to bring corruption prevention advice and resources on-site to non-metropolitan areas of NSW. The ICAC generally conducts two comprehensive Rural and Regional Outreach visits each year.

Each visit includes training workshops for public sector managers, supervisors and other public officials in high-risk roles, a community leaders' event and briefing sessions.  

These visits aim to:

  • raise understanding of corruption risks
  • provide practical corruption prevention information
  • give advice on how to report corrupt activities.

Outreach workshops

The Commission is running a series of corruption prevention workshops for individual NSW public officials and staff of certain non-government organisations as part of the program. You can register your interest in attending below.

  • To attend a workshop you will need to complete the online registration form.
  • Each workshop has a specific target audience and eligibility criteria.
  • During the registration process you will be asked questions to determine if you are eligible to attend.
  • Please do not register for a workshop if you are not in the target group.
  • Once you have submitted your registration it will be assessed, and you will be notified of the outcome.
  • There is no guarantee that you will be given a place in a workshop.

Corruption prevention in procurement and contract management

Description
A workshop designed for staff with procurement duties, contract management roles or responsibility for overseeing these functions. It focuses on helping participants understand what corrupt conduct is, relevant corruption risks and how applying basic probity and risk management principles can assist them in achieving good outcomes while preventing corruption.

Target audience
NSW public-sector staff with responsibility for procurement and/or contract management; managers who approve procurement; designers of procurement/contract management policies or processes; lawyers and finance officers; business improvement practitioners; corruption prevention and governance officers; risk managers; internal auditors.

Factfinder: An introduction into fact-finding investigations

Description
A workshop for public officials with little or no investigative experience who may be required to conduct an internal fact-finding investigation. It focuses on the basics of how a complaint or allegations of staff wrongdoing, including misconduct or corrupt conduct, should be conducted.

Target audience
NSW public sector managers who may be asked to conduct an inquiry and who have limited experience in the inquiry process; finance managers; human resource managers; administration managers; internal auditors; audit committee members; public interest disclosures officers and coordinators.

Preventing corruption in Local Aboriginal Land Councils -This workshop is no longer available

Corruption prevention for planning and regulatory officers

Description
A workshop designed to assist public officials involved in regulatory activities, such as town and strategic planners, building certifiers, environmental health and other inspectors, assessors, rangers, and compliance officers. It focuses on reducing the corruption risks associated with their work.

Target audience
Town and strategic planners and other public officials involved in assessing development and land rezoning proposals, creating, amending or reviewing planning policies and instruments and certifying compliance with consent conditions, such as building surveyors, certifiers, environment and heritage officers; environmental health and other inspectors; rangers; other regulatory compliance officers.

Corruption prevention for managers

Corruption prevention and good governance in NGOs

Description
A workshop focused on assisting non-government organisations to ensure that corruption does not occur when their staff are performing public official functions or using public funds.

Target audience
NGOs funded by, contracted to, or performing services on behalf of NSW public sector organisations. This includes NGO chairpersons, board members, CEOs, GMs, Managing Directors and broader NGO staff.

Eligibility and allocation of places

  • Places are strictly limited.
  • Registration does not guarantee a place in a workshop.
  • Workshops are generally only open to NSW public officials. LALC board and staff members and staff from non-government organisations funded by NSW public authorities are eligible for certain workshops.
  • Each workshop has a specific target audience and applications from people outside the relevant target group will not normally be accepted.
  • Places are normally allocated on a first-come-first-served basis with a limited number of participants accepted from an individual agency per workshop, however, preference may be given to:
    • officers from an organisation within the ICAC's jurisdiction
    • officers from agencies that have been recently investigated
    • officers with high-risk functions
    • people who have not attended an ICAC corruption prevention workshop in the past two years.

Frequently asked questions about Outreach workshops

I am not a NSW public official. Can I attend an ICAC workshop?

Staff from non-government organisations funded by NSW public authorities may be eligible to attend certain workshops. People contracted to a NSW public authority may also be eligible. Other people are generally not eligible, but depending on your circumstances an exception may be granted. Exceptions may be granted to applicants from ICAC’s sister organisations from other Australian states and territories and occasionally to applicants from sister agencies overseas.

What happens if I apply but don’t get a place in the workshop I want?

If you are eligible, we may place you later if someone drops out.

What happens after I register for a workshop?

In due course, your application will be assessed against other applicants and our eligibility and selection criteria. Places will be allocated, and you will be notified if you have been successful or not. Commission staff may contact you to discuss your application before making a decision. If you are not eligible, you will be notified accordingly.

What if I can’t make it on the day?

We understand that plans change and that you may not be able to attend. Because our workshops are popular and places are limited, we often have a waiting list of people who would like to attend. Please notify us as soon as possible if you cannot attend so that we can try to fill your place. You may also wish to nominate a colleague to attend in your place.

If you fail to tell us that you cannot attend, your place will be wasted and someone else will also miss out. Failure to attend without good reason may result in us refusing to offer you a place in a future workshop.

Will I miss anything if I leave early?

Yes, you will. Our workshops cover a lot of issues and usually end very close to the advertised time. You may miss something important if you leave early. Please do not apply if you know you will not be able to stay for the whole session so we can give the place to someone who can.

Will I get a certificate or statement of attendance?

No, the ICAC is not a registered training organisation (RTO) and does not provide certificates or statements of attainment or attendance. Should your employer require proof of your attendance or you want to claim CPD points, please contact workshops@icac.nsw.gov.au
