Corruption prevention for planning professionals (in-house)

This awareness-raising workshop is specifically designed for town planners and related public officials working within the NSW planning system. It helps these professionals understand what constitutes corrupt conduct and where opportunities for corruption are likely to be hidden.

Who should attend?

• All urban and regional planners and managers involved in the assessment of development proposals, and designing planning policies and instruments.
• Other professional staff involved in planning processes, such as building surveyors, certifiers and heritage officers.

Learning outcomes:

By the end of this session participants should be aware of:

• the nature of corruption and the types of conduct that could constitute corruption under the Independent Commission Against Corruption Act 1988 ("the ICAC Act")
• conduct that is required to be reported to the ICAC under section 11 of the ICAC Act
• the factors that motivate, allow, encourage or are used to personally justify corrupt conduct in the planning context
• some of the likely sources of opportunity for corruption in planning decisions
• principles of corruption prevention in planning
• some steps available to planning professionals to help prevent corrupt conduct.

• the meaning of corrupt conduct under the ICAC Act
• examples of corruption in planning.

2.    About the ICAC and reporting corruption:

• the role of the ICAC and its jurisdiction
• reporting to the ICAC.

• motives
• opportunities.

4.    Corruption prevention:

• the control inherent in efficiency and effectiveness
• transparency, accountability and openness
• operational improvements
• what you can do to prevent corruption.
